ROYAL AND SUPREME COUNCIL OF THE INDIES The polysynodal system was formed by the Councils, which were collegiate bodies of the Spanish Central Administration whose function was consulting and advising the king. In 1519 Charles I founded the Supreme and Royal Council of the Indies, for the aforementioned purposes, which was ratified as an independent body in 1524. It regulated all the political, administrative and legal activities of the Territories of the New World.
